I am directed by Mr. Secretary MacDonald to refer to the telegram No. 79 from the Governor of Hong Kong on the subject of the attack by Japanese sircraft on British territory near Sham Chun on
January 21st.
2. I am to state, for the information of Viscount Halifax, that Mr. MacDonald is inclined to agree with the Governor's view that an expression of regret and an offer to pay compensation for the damage inflicted on British property by the action of the Japanese bombing aircraft are adequate, and that in the circumstances mentioned by His Majesty's Ambassador in Tokyo in his telegram No. 22 to the Governor of Hong Kong, repeated to the Foreign office as No. 171, a guarantee that disciplinary measures
